Today's Albany Times Union has an article by Andi Novick of the Election Transparency Coalition about the government's responsibility to assure its citizens that the system for counting votes is secure, accurate, and transparent. Levers provide that assurance.

Just as in a criminal trial, where the state must prove the defendant's guilt to the satisfaction of a jury, in an election the state must establish its innocence to the satisfaction of the public. In both cases, the state must sustain its burden with unimpeachable evidence."
